Downs has a favorable setup: a talented safety room that can let him grow without forcing every difficult assignment on him. The opportunity is to make his range and instincts useful in the rotational snaps he earns.

Strengths: Young upside, six-safety roster security and strong veteran room around him.

Weaknesses: Must learn the new system quickly to claim meaningful snaps.
