Luter has the frame and length that give coaches something to develop. He is not a finished corner, but there is enough competitive play in his profile to make the claim worthwhile. The Raiders can let him earn snaps on teams while he learns how to be more consistent in coverage.
Strengths: Length, developmental athleticism, tackling willingness and special-teams path.
Weaknesses: Limited defensive résumé, new scheme and inconsistent coverage experience.
