Carter is a useful flexibility piece in a defense that values interchangeable defensive backs. The safety look expands his route to snaps, but he has to be dependable enough in the communication-heavy back end to capitalize.
Strengths: Positional versatility, active secondary role and coaching interest at safety.
Weaknesses: Needs to establish a definitive home in a loaded defensive-back group.
