Mills is the useful veteran in the room: he knows the building, can prep like a starter and showed in the preseason opener that he can get a drive organized quickly. Houston does not need him to carry the franchise, but it can trust him to avoid making an emergency feel chaotic.
Strengths: Experience, familiarity with the organization and enough accuracy to operate the structure on time. His preseason opening drive showed he can capitalize on a defined opportunity and spread the ball to young targets.
Weaknesses: The upside is capped compared with Stroud's dynamic ability, so the offense would need to lean more heavily on its defense and run game if Mills had to play an extended stretch.
