Carter went from fourth-round pick to 106 tackles and 12 starts almost immediately. That is a very good rookie year, and I have him at a seven. He runs well and handles coverage, but I want more plays on the offense's side of the line. One tackle for loss is too quiet for that much field time.
Strengths: Carter has sideline range, coverage instincts and dependable tackling production. He processed quickly enough to become a full-time rookie starter.
Weaknesses: He creates little pressure or backfield disruption and can be caught by larger blockers. More decisive downhill play would turn volume into impact.
