Rourke is a pretty sensible third quarterback for this offense. He started 46 college games, threw 29 touchdowns in his last year at Indiana and completed almost 70 percent of his passes, so he understands timing and where the ball should go. We just have not seen him do it in a real NFL game yet. I have him at a five because the processing and accuracy give him a chance to become a useful backup, but he does not have rare arm talent or off-script ability to cover up mistakes while he learns.
Strengths: Rourke is experienced, accurate and comfortable operating on schedule. His 69.4 percent completion rate and 29 touchdowns at Indiana show good decision-making and touch when the offense gives him defined reads.
Weaknesses: He has no regular-season NFL tape and is not an explosive creator when protection breaks down. His arm is adequate rather than special, so late decisions and tight-window throws can expose his physical ceiling.
