Shelley is a developmental corner with an opportunity, not a finished NFL answer. Leading Georgia Tech in interceptions gives him a useful ball-production marker, and making the depth chart keeps the door open. The immediate assignment is special teams, learning the pro route tree and proving he can compete on every practice rep.
Strengths: College experience, demonstrated ball production and young developmental upside. He has a clear route to value through special teams and competitive practice reps.
Weaknesses: He is an undrafted rookie without NFL snaps, so coverage technique, speed of processing and consistency versus pro receivers are all unproven. He must earn every defensive opportunity.
