Willis has hung around because he can handle the dirty work, not because the offense is feeding him targets. He has played 23 regular-season games without a catch and spent much of last year on the practice squad. That makes him a four for me. He can block, cover kicks and fill several tight-end jobs in a pinch, which is enough to earn a roster spot. At this point, though, the 998 receiving yards he had at Oklahoma have not translated, and I would not expect much offensive production unless injuries force it.
Strengths: Willis is versatile enough to line up in-line, in the backfield and on special teams. He has stayed useful through roster churn because he accepts blocking and coverage assignments that do not create statistics.
Weaknesses: He has yet to record an NFL reception despite three seasons and 23 appearances. He does not create much separation or threaten defenses vertically, leaving him dependent on blocking and special teams for his role.
