Dugger is a really interesting developmental linebacker. He started college at safety, grew into a 6-foot-5 linebacker and finished last season with 125 tackles, 13 tackles for loss and four sacks. That background should help him in coverage and on special teams. I have him at a five because the tools and production are real, but the jump from the Sun Belt to NFL speed is huge. He also has to prove he can take on guards and diagnose the run quickly instead of relying on length and athleticism to recover.
Strengths: Dugger has excellent length, a safety background and production in every phase, including 16 college pass breakups. He can run, cover space and gives the coaches options as an off-ball linebacker, edge blitzer and special-teamer.
Weaknesses: He is still learning linebacker technique and has not faced NFL blocking power. His pad level can rise because of his height, and quicker diagnosis will be necessary against professional misdirection and play-action.
